Synchronous* 3-day online summer institute

This institute provides Minnesota secondary educators with tools to support the establishment and/or expansion of Minnesota Bilingual Seals programs equitably and locally. Participants will grow their expertise in how to promote and recruit students to the program; how to select and administer appropriate assessments; and how to award and recognize seal accomplishments.
Participants will have the opportunity to engage in tool development and to create materials they can use for seal promotion and administration. The institute will provide opportunities for participants to develop world language curricular analysis and advocacy skills to support great access and equity in MN Seal Awards.

After this institute, participants will be able to:

Describe and explain world language competencies and other requirements needed for each MN Seal award level;

Modify and create promotional and recruitment materials for their school/district;

Evaluate and select the best assessments for the MN Seal for their students’ backgrounds;

Effectively administer and interpret assessment scores for their students;

Design a plan for their district to support great curricular access to language proficiency levels needed to attain seal; and
-
Evaluate and analyze the curriculum to promote proficiency development in varied meaningful contexts.
Instructors
Ayumi Stockman & Kendall King
Kendall A. King is a Professor of Multilingual Education at the University of Minnesota, where she teaches and conducts research on language policy, sociolinguistics and child bilingualism and second language learning. She has published widely on the educational and familial practices impacting language use, language learning and social equity and served locally and nationally as an advocate for multilingualism and multilingual education.
Ayumi Stockman is the World Languages Education Specialist at the Minnesota Department of Education (MDE). Prior to joining the MDE, Ayumi worked in the Minneapolis Public Schools for almost 20 years as a teacher of Japanese and ESL and the district world languages specialist. She supported teachers and programs of various languages including ASL, Arabic, Chinese, Native American languages, and heritage languages such as Hmong and Somali. Her expertise includes curriculum development, teacher professional development, instructional support, and equitable implementation of the Minnesota Bilingual Seals program in an urban school district.
This institute is offered through CARLA's Equity & Access to State Seals of Biliteracy initiative that is co-lead by Kendall King and Ayumi Stockman. It is cosponsored by the Minnesota Department of Education.
Target Audience
- This free summer institute is designed for secondary Minnesota teachers and/or administrators who are interested in establishing or expanding a Minnesota Bilingual Seals Program in their school or district.
- Priority is given to educators working in MN schools/districts in the initial stages of establishing the MN Bilingual Seal.
- Team registration by several members of one district is encouraged.
NOTE: Non-Minnesota-based educators in 2024 will be invited to take a national version of this institute in Summer 2025. The 2024 institute will be limited to teachers/administrators who currently work in Minnesota.

*IMPORTANT NOTES FOR THIS SYNCHRONOUS ONLINE INSTITUTE:
- This 3-day synchronous online institute will run from 9 am–4 pm (Central Time). The schedule includes many synchronous (real-time) presentations, group/partner work, and activities throughout the day. It also includes some off-screen time for independent work and a break for lunch each day.
- You must be available to participate for the entire day Tuesday–Thursday as all activities build on each other.
- Make sure you can meet the tech requirements for this institute.
